ロシアによるウクライナ侵略を糾弾し、ウクライナ市民との連帯を表明します

 誰もが想定していなかった武力による主権侵害、領土侵略が、21 世紀に入った今日も公然と行われるのを目の当たりにして、耳を疑い、言葉を失います。しかも、国連憲章の下、安全と平和の維持に責任を持つ、国際連合安全保障理事会の常任理事国自らによる侵略行為です。
 プーチン大統領が述べる、「自国民保護」「現地からの介入要請」などの様々な理由もまた、20 世紀初頭戦争が違法化される前によく聞いた言葉であり、今回の明確な国際法違反行為を正当化するために使われていることに驚きます。独立国であるウクライナへの侵略行為は、NATO の勢力拡大阻止が本当の理由だといわれています。私たちは NATO のロシア包囲網による軍事的緊張の高まりを望むものではありませんが、理由が何であれ核の使用すらちらつかせるプーチン大統領の姿勢は、法を何とも思わない言語道断な振る舞いといえるでしょ
う。
 国連総会が策定した侵略の定義に明確に合致する今回の侵略は、ウクライナの人々の生命身体を脅かす最たる人権侵害であり、人間の安全保障を根底から否定する蛮行であることから、決して許すことができるものではありません。
 世界各地で戦争反対の声が上がっています。すぐに弾圧されてはいるようですが、ロシア国内でも反対の声が上がっていることには、一縷の望みを見ることができます。戦争を拒否し、市民社会の力で平和を達成することを展示で示そうとしている立命館大学国際平和ミュージアムは、今回のロシアの侵略をきっぱりと糾弾し、反戦のために立ち上がっている人々と連帯し、速やかなロシア軍の引き上げと、戦争責任者の処罰、賠償の開始など法の支配への回帰を訴えます。

We Condemn the Russian Aggression in Ukraine and Express our Solidarity with the People of Ukraine


 Statement from the Kyoto Museum for World Peace

 

We could not believe our ears and were left speechless by the clear infringement of sovereignty and territorial aggression by armed forces, that one cannot envision occurring today in the 21st century. What is more, this act of aggression has been committed by a permanent member of the UN Security Council, who is responsible for ensuring the peace and security of the world under the Charter of the UN.

 

President Putin has declared the “protection of Russia’s citizens” and “local requests for intervention” as reasons for the invasion. While we often heard these expressions in the early 20th century before war was made illegal, it is surprising to hear them used to justify this aggression, which is a clear violation of current international law. It appears that the real reason for this invasion is to prevent the expansion of NATO to Ukraine. While we do not want to see increased military tension due to Ukraine’s inclusion into NATO, the tactics utilized by President Putin, to even hint at the use of nuclear weapons, for whatever reason, is outrageous behavior that shows no regard for law.

 

The aggression which is currently taking place in Ukraine, which clearly meets the definition of aggression adopted by the UN General Assembly, is a gross violation of the human rights of the Ukrainian people and a barbaric act that fundamentally denies human security. It must be strongly deplored.

 

Many anti-war demonstrations have been observed in many parts of the world, including in Russia itself. Although demonstrations in Russia seem to be being crushed immediately, it leaves us with a small glimmer of hope to see that these voices, calling for peace, are also present in Russia. Kyoto Museum for World Peace, Ritsumeikan University, which rejects war and seeks to demonstrate through its exhibitions that peace can be achieved through the power of civil society, unequivocally denounces the aggression of Russia, and in solidarity with those standing up to restore peace, strongly calls for the prompt withdrawal of Russian military forces from Ukrainian soil, and a return to the rule of law including the punishment of those responsible for the war and the initiation of a reparation process.
